The box is mislabeled as 6-29606. The correct item number is 6-29206. There was a magazine I believe named The Toy Collector that had the full story on the car. It is the first vapor records employee car and is quite difficult to find. The later 29218 was made in much larger numbers.  Took me quite some time to find the 29206 where as the 29218 is plentiful.

One other item I just remembered, a fellow OGR member and Lionel Modern Era guru @PaperTRW wrote an article that appears in the 1999 TM Book: Lionel Price & Rarity Guide Vol 2: 1970 - 1999.

I have the 6-29218 that Neil autographed for me at York when we used to have an AOL Train Gang BBQ that Neil came to and hung out for a while, I think it was the Spring 1997 York. Any thoughts on what the autograph does for the value of the car?

Depends on who you're selling it to.  For example, I don't like signatures on my trains, so that signature ruins the value.  I wouldn't buy it.  However, there are many people that do like signatures, so they would assign a value greater than my zero dollars.
