I have a ZW-C that only starts output when the handles are between the 10 and 12 volt markings. The output voltage is about 17.4 volts on all four outputs at full throttle. This behavior is the same on all four throttles. I have tried the calibration procedure.

How are you reading the output of the ZW? Do you have the 180W or 135W PowerHouses on it?
I have the add on voltage meter on my ZW-C, and it's usually reading 15 to 17 in command mode depending on how many things I have powered on the track. And power doesn't come until I get to the 10 marking on the handles. I'm pretty sure those numbers have nothing to do with the voltage out on them. So in other words, mine does the same as yours, so I think it's pretty normal.
Standard multimeters are notoriously inaccurate reading chopped waveform AC voltages, probably why you're seeing what you see.
