Generally, I find you have to repaint and "edit" figures to get anything out of the 20th century.  I have done lots of 18th century warships in 1:87 and use Preiser figures, and several 1:48 passenger trains in the 19th century, and in both cases I buy appropriately scaled Priesser, Woodland scenics, MTH, etc., people, and cut/add to their clothing and hats and repaint.  Only way I know to get them, except some of the figures included with the Lionel Lincoln Funeral train cars look rather 19th century, but there are only about five different figures there (one of them is Mrs. Lincoln).
