Another 313 Bascule Bridge post

Bought one of these wonderful bridges on ebay. This is the modern late 90's reproduction.

Running into a problem where motor is not activating on button press. Motor is not locked and I can operate it with a 9v battery. I am just trying to apply power to it and activate.

Should I rip the board out and drop in a replacement from lionel?
