Here is the issue. I have a Atlas SDP 35. For some reason I have better speed control when I run it conventional vs when running under TMCC. I have checked all the wiring for loose connections still have the issue. In addition the headlights dose not get very bright. I have run it using both the CAB 1 function and the default functions on my DCS remote. Under TMCC the slightest change in grade the engine slows down at 14 power set at 17.

 

When running conventional power is set at 11-12. It still slows down with elevation change of 1/2 in leading into a bridge. Under TMCC 13-14 it virtually comes to a stop, at 12 it stops. Under conventional control it stops at 9, crawls to a stop at 10, crawls at low end of 11, high end of 11 just under 12 make the grade but once level speeds back up. I would no want to be in the caboose.  

 

As a note 14 cars Transformer set at 9 pulls with no issue on flat surface. Under TMCC 11. for comparison I have a conventional Weaver U25B (QSI board with sound) Will pull at 8 level surface. crawls at 9, transformer set at 10 makes this grade without slowing down.  

 

Any ideas?

Note that the numbers you quote for conventional and command are comparing apples to oranges.  The TMCC numbers are obviously the 32 speed steps available with plain TMCC, the conventional numbers I assume are when you use the DCS variable channel, that's a number proportional to the input voltage to the channel, however it's not an actual voltage unless you have 22 volts going into the input of that TIU channel.

 

Think ERR Cruise Commander, those problems will go away.
