After gluing the ballast down with white glue, the bottom layer is glued down but the top layer of the ballast is loose. what is the best way to secure the top layer? Do they make a special glue that dries clear that would glue this top layer down? Thank you.

A 50/50 white glue/wet water* mix dribbled on will dry clear. Apply wet water to the dry ballast first followed by the 50/50 glue mix.
*wet water is tap water mixed with a couple of drops of dishwasher liquid soap/ quart.
after you spread out ballast to your likeing...spray with 90 percent isopropal alcohol then 50/50 water and white glue...use elmers brand it is second to none.....BINGO !

I just use a 4 oz. drinking cup to apply, the spreader to "dress" the edges and a flat stick or brush to clean off the tie-tops.
I dribble on wet water liberally followed by the 50/50 wet water/glue mix. I place a drop cloth cover below to catch any moisture that might leak through.
I only do about 15-16" at one time.
