Decals?

Unfortunately, the choices you mentioned are your choices: Look on eBay for old stock decals or find the patience to size and order a custom sheet.

There are a few other options, like using either dry transfer individual lettering or decal alphabets and spelling out Union Pacific, if that is all you need to do. Or do some homework and learn how to make your own decals using some of the products that are out there.

I've mentioned this many times, but some 5-6 years ago I chatted with the owners of Microscale and was told very clearly "O scale decals do not sell enough to warrant producing them." I asked, even Class A railroads and he said "even Class A railroads do not sell." Years ago, Microscale had some great blowouts on O scale decals, so I bought ahead.

In the brand new Microscale digital catalog, there are absolutely NO 0 scale decals even listed.

If you do a search on this forum for decals, you'll see this topic comes up pretty regularily. A few other forum members have metioned other companies that produce some 0 scale decals.

Being a 027 / semi scale guy, I've been fortunate enough to use larger hearlds for HO decal sets, mixing them with 0 or S scale data sets. Even the S scale data sets are out of production. I'll look at prototypical photos, but have had to learn to accept the limitations of what is availble decal wise to create what I'm trying to create.
