I am giving my PS3.0 Railking F-3 ABA set to my son-in-law. I have added this locomotive to my full DCS system. My son-in-law has a DCS Explorer. Do I need to somehow reset this engine to an ID of 1 before sending it to him so that he can add it to his DCS Explorer roster?

No. The DCS Explorer should find it just fine. If he had a DCS Remote Commander 50-1033 that would be an issue.
Always best to do the reset though. Delete from you remote and gives him a fresh start. Especially since he does not have a full system. G
I try to remember to do a factory reset on any PS/2 or PS/3 locomotive that comes in for service. I don't want the owner to have to figure out what configuration the engine ended up with. I do that with anything I'm selling as well.

If I delete my PS3.0 engine from my remote while the engine is sitting on the powered up track, am I also “resetting” this engine or is resetting another step?
A factory reset is performed while the engine is added to the remote. You press MENU, ADVANCED, RESET ENGINE, FACTORY RESET. You then select the engine you want to reset from the list and press the thumbwheel. Acknowledge you really want to reset it with another press and it'll be removed from the remote and reset. That's a FACTORY RESET.
You can't Factory Reset an engine that's not in the remote.
