I have an electrical short on a 2466WX tender. When I test the tender by itself and roll it back and forth it is fine and whistles. When hooked to a locomotive it seems to be fine until it ascends or descends a hill. Then the front truck sparks like a firework. I have not noticed any lateral play with the drawbar. I honestly have no idea what the issue is.

Check the solder joint to the pickup roller. Is the attached wire touching the metal frame or the metal truck if you move the pickup rearward? Is the spring allowing clearance?

After further examination, the spring on the rear roller is no longer functioning. I don't know if you replace springs or whole trucks? Will have to research.

Replace the spring. Pull the old one out with needle nose pliers & thread a new one on - part number is TCL-45. Spread the truck sides just enough to pop the axles & carriage(& wheels) out to make the job very easy.
The springs are under $8 for a package of 10 delivered.

I had the wrong truck. He has the one with electromagnetic rear truck assembly NTCL-1 (I think).
Thanks everyone. I will order some springs and see if that alleviates the issue. Wished I would have known sooner because I ordered a valve gear assembly from Trainz earlier.
