6-28350 ES44AC BNSF die cast version. Took out of box for first time ever yesterday. Running on Legacy Cab 2 version 1.5. Entered engine I'd, loaded orange module. Everything worked perfect yesterday and today until I took it off the track to glue on a step that had come off during shipping. When I put the engine back on the track, addressed it, tapped the on button in lower left corner of touch screen and gave it throttle it would not move. Railsounds work, front and rear lights switch with boost/direction, train brake is off, still won't move. At top of touch screen it says speed limit.  Second Legacy ES44AC on same track works just fine. Why won't this thing move?

Sounds to me like the speed limit button was activated sometime when the engine was stopped.  The speed limit key is at the bottom left key on the number pad after you enter the engines address. You just have to press and hold the speed limit button for a second or two until the key changes to a light background to turn this off.
