Sure. ModPodge is great. It is best when used as a finish surface over some base such as painted masonite (or whatever). Be sure to get the glossy, not the matte. I like to apply it onto plate glass that was spray-painted from underneath:

What is nice is that you can paint custom "waves" in specific patterns to fit the scene.  I like this much better than the common technique of using wavy "shower door" glass when doing small expanses of water, since the waves can be customized.  Wavy glass is a good choice for larger areas of water, such as a large lake or a harbor scene.
