Recently picked this up at a train show just out of curiosity (which always gets the better of me). The ties are smaller in width than any Lionel I have seen

It's hard to say what brand of track that is. There were many companies who made track over the years, these are just a few; Dorfan(pre WW2), Ives Trains(pre WW2), Marx, K-Line, American Flyer(pre war-before WW2). There are probably other companies who made track as well.

What is on top of the pole your pictures cut that off. And how is it fastened to the tie?
Looks like American Flyer that activated mail bag pick up baggage car.

a few of the Flyer #400 series freight cars also used this track activation system...
the #472 unloading car... note the spring thingy protruding from the side...
the circuit to activate the solenoid would be completed (with an inline button) when positioned over the track...
the activation bar is attached to, but electrically isolated from the track ties.
a Fahnestock clip provides the power connection.
