Paint aluminum foil with paint markers. Let the paint dry.  Cut the foil into elongated diamonds.  Use a ball point pen to crease a center line.  Use a craft glue stick (Like UHU) to apply adhesive to the back.  Then fold them over a utility wire.

I did this is not so much to make a more realistic scene (it isn’t, as this would no doubt violate local electrical codes!) but to prevent visitors from fouling the utility wires if they decide to touch a car:

You can try but stopping old guys from touching stuff is nearly impossible and worse than kids!

Very nice. Or you could have electrified the utility wires. 

The ONE limitation of ALL the suggestions so far is that the pennants will all be stiff, non-flexible.

If you make them from the colored portion of plastic wrappers (plastic bread bags and such) they will be flexible. You could hide a small fan in the background on low speed and they would flap in the breeze. Cut a diamond shape and double them over your "wire" and glue ONLY at their base with the exception being  just a tiny dab near the point to keep the pointed ends together.

Guessing it might be easier to apply the glue to the spot on the "wire" where the pennant is to be.
