Did you have both tender and engine on the track while programming?

Yes I do.

I found a thread on another board from John @gunrunnerjohn and this is what he said for someone else with the same problem.  Maybe he will chime in and help also.  Unfortunately, the person never chimed back in to say if that fixed the problem though.

"it's the RS 2.5 board perched on top. My first step for these is to reseat the two RailSounds chips in the square PLCC sockets. 

DON'T try to pry these out without using the proper PLCC extraction tool! However, this fixes many of these issues, the problem is after years of storage all the contact points between the socket and chip develop a bit of oxidation and a poor connection. I just pull the chip out a bit and then press it back in."

Re-seating the chips won't hurt, but it likely won't help in this case.

A few questions:

1) Does the rear coupler and back-up light work?

2) When you're in TMCC mode, and can't get the whistle and bell to activate... does activating them conventionally with a transformer or sound activation button get them to work?

It's likely that the serial commands from the LCRU2 aren't getting to the tender. The problem is that it could be the LCRU2, the IR tether itself, or the AD20 board in the tender. Unless you have additional examples of those boards to swap out, your best bet is to get the locomotive to a tech who is familiar with the early TMCC architecture.

No sound using my cab 2 system but I do it whistle and bell in convensional mode.

You really didn't answer the two specific questions.

And you're saying you don't have ANY sound using a Cab 2 (Legacy) system?

Loco and tender needs to be on track when programming (and drawbar connected). Engine in program. Press

ENG # SET AUX1 740. No whistle will sound during any of this. Turn off power, loco back in run. Then run loco. 

For whatever reason the AD20A board in the tender needs to see the programming commands coming out of the LCRU. I never found an answer as to why.
