As I start to wire my layout I came upon a question that needs answering.  I am using Atlas track and turnouts and I have 2 reverse loops on my layout.  Should all 3 rails be isolated (with plastic insulating pins) coming off each of the turnouts??  The reason for asking is that if the grounded outside rail is followed through the reverse loop when it gets to the end of the loop at the turnout the outside rails are reversed - hope I'm making sense.

You are thinking like your 2 rail days.  In the 3 rail system, think of both outside as the common and the center rail as hot. Look at tubular track, the outside rails are electrically connected by the metal ties. Thus, in a 3 rail reverse loop there is no problem with a short between the common and Hot.
