I have a layout that has a 4 track yard. I how am running it on an old Lionel ZW. I have the tracks that are in the yard powered using toggle switches when I want to change engines. I am looking/thinking of getting the Lionel Legacy Cab2 setup.

The question is will I be able to do away with the toggle switches and leave the track on full power and use the Cab2 to select the engine that I want to run?

If your engines are TMCC or Legacy command controlled, yes. If your engines are conventional, no, without added equipment. With Legacy, your current setup, and a powermaster/ bridge or track power controller you could run conventionally with the cab2. Add a block power controller and  you could leave your transformer handles on full and eliminate the switches and control 4 blocks.

You can, but for me personally, I have "toggled" sidings and yard tracks even though I run strictly command. I see no point in having a loco receiving power if I'm not using it, and this eliminates the risk of damage from some freak short, surge or whatever. Not to mention if you ever were to leave a switch turned into the yard inadvertantly, no power means the train would stop before hitting a parked loco.
