I think you are confusing Lionmaster with Lionchief, the low-cost dedicated control system.

 

Lionmaster designated some of Lionel's large but less-than-scale locomotives, sadly not being made anymore.

 

The Lionmaster Challengers all had TMCC or Legacy.  The Legacy versions were improvements in control, sound, and smoke over the early TMCC versions.

It can be a bit confusing. While it's true that you can't run a LionChief loco using a TMCC controller and you can't run a Lionmaster TMCC or Legacy loco using the LionChief controller, the two different types of locos will run just fine simultaneously on the same layout. The LionChief will also run (using it's own controller) on a layout using DCS or even DCC, provided it's 3 rail, of course! All the LC needs is constant power (AC or DC) on the track, which most command control systems provide. You can even run LC on a conventional layout provided you preset the AC throttle to provide about 16 volts continuously to the rails, but any conventional locos on the same track will want to run at high speed, so watch out!
