Here is what I got back from our DCS support folks:

TVS = Transient Voltage Suppression

Yes, we do have them on each channel on the output side of the TIU.

If he feels as though he needs to add more TVS he would put the device
between the center and outer rail. However, depending upon the device used
it may interfere with DCS signaling.....then again, it may not. It really
depends upon what type of TVS setup they use.

The TIU's suppression is pretty good.

   The 33V version TVS built in the TIU is more than just pretty good, I ran my DCS controlled layout for over 10 years and never ever had single problem, as long as you use the Scott type 10 Amp breakers with the TIU eveything works perfectly.  Now if you have an orgiinal TIU, 1st generation, it had no safe guards what so ever, in this case I would get GGG or one of the other MTH Techs, to tell you exact which TVS to purchase to safe guard your older TIU.

As you can see in the picture below, the TIU is just above the 1st level of the multi level DCS layout, it's built in TVS safe guarded the layout perfectly.
