The plastic body ES44AC tooling was for the NS Heritage units produced awhile back. Which do in fact have the headlights over the cab. 

 

The ES44 tooling was before a sort of "modular" tooling that Lionel is using now with the GP30s and upcoming SD40s.

 

I can't speak to how easily it would be to modify the existing tooling but I wouldn't hold my breath that they'd be on the nose for those that do have it there.  

In our travels we've seen BNSF, CN, CP, CSX, and others with the low headlights so it seems foolish to have tooled the engine with only NS headlights. Do any other roads have the low headlights? We have been amazed at the amount of kids who notice whether Annie and Clarabel are in the correct order behind Thomas and that the scale Polar Express lettering is incorrectly above the windows. Can't traumatize the children!
