Z-4000 Problem

I just purchased a used Z-4000 from a friend's Dad who had passed. Looks brand new,problem is the right throttle only shows 3.3 volts at max, put a meter on the output post and it reads 24 volts at max.Did a sweep of the right throttle and my meter shows the voltage change from 0-24 and back again. The left throttle is fine, along with the other outputs.It's just the LED is not reading right. Does anyone know why the LED readout only goes from 0-3.3 when my meter shows 0-24? Has anyone had this issue? Is it an easy fix?
