I purchased the premium app and it states that I can share the purchase with up to six people in my family. However, when I attempted to share it with my wife’s iPad only the free standard version launched.
Has anyone else shared this app and been able to access all the premium features?
Am I missing a step to share all of the features?

First, in order to share a paid-for version of the DCS App, all sharing devices must be using the same login ID for the iTunes Store or for Google Play.
Second, a license fee is only required once for Apple (iOS) or Android devices for an upgrade to the Standard or Premium versions of the app. Note that if you use both iOS and Android devices, a license fee is required for each platform.
Third, upgrades from the free version of the app are made on the App Settings Screen, which is accessed from the More... Screen.
