Halloween Trains vs Christmas Trains

The Lionel Halloween Legacy USRA Pacific #1031 I missed the train when it came out, I absolutely love it, and there should be more high end trains for holidays! I can see how Christmas wins out mostly but halloween is a close second. It makes me think if we will see any trains that merge the two holidays and can be used on both since low numbers may explain why we don't see many high end Halloween trains, which has me wondering for example a Nightmare Before Christmas train could be used on both holidays easily! Why has this not been done yet?
