How does one program a Legacy engine as Legacy, not Cab 1 (TMCC)

On 11/13/23 I edited this topic to make it shorter and clearer as to the current problem.

This question concerns a Legacy engine, apparently manufactured in 2019 or later (the engine manual is dated 2019): Depew Lancaster & Western LEGACY RS-11 #1804 - 1933042

DLW 1804

I have used MTH Protosound I, II, and III; I have run DCS and Legacy since they were first available--however, I have far more experience with DCS than with Legacy. I am trying to get this engine to program as Legacy, but it keeps programming as Cab 1. It is a Legacy engine.

(In fact, I am also running the same Legacy engine but numbered as DLW #1800 [Lionel Stock No. 1933041]--built, bought, and programmed at the same time (late October 2023).

1) This engine has little or no run time on it.

2) Unfortunately, this engine programmed as engine #19 in Cab 1. Now I am trying to figure out how to get it to program as Cab 2. It is, after all, a Legacy engine.  (The Legacy handheld seems to prefer Cab 1 persistently.)

I had this happen with a brand new install from third rail where I was converting scale. GG 1’s to TMCC. I found it was an LED light I had on my workbench, was putting out a signal that was interfering with programming. Also, it can depend on how the TMCC signal is being read by the locomotive from the track. Check your connections. Thirdly, reset the engine back to factory and then try to reprogram it again. I have had it where the engine just refuses to have a change but once the software was set back, it programmed fine. If you have any, please do not hesitate to email me and I will respond and kind .

Thank you, MartyE. It looks as if the procedure I need starts at 1:20 in your video. I will view over and over again, take notes, and try it. (Alas, my trains are in a building with 10" concrete walls that block my router signal, so no internet.) I'll let you know how it goes.

And thanks, too, to ThatGuy. I know the problem lies in the engine, not the signal, as I have other Legacy engines that have run or are currently running just fine on the layout.

Here's some good news and applause for Lionel. On June 11, I sent the following message to Lionel's "Talk to Us."
I have both the Depew Lancaster & Western LEGACY RS-11 #1800 - 1933041 and #1804 - 1933042, neither of which is able to retain its Legacy address. I have learned that this unusual problem affected all the DL&W Legacy RS-11s from production. See, e.g.: https://ogrforum.ogaugerr.com/topic/mth-vs-lionel-legacy-recommendation
Is Lionel willing to offer some support for these engines, even as they are out of warranty? If so, by what means might these be repaired?

On June 15 I received this response, as well as a Return Authorization from a "Heather" in Lionel service.
Thank you and all involved in supporting the Lionel DLW RS11s that were unfortunately plagued by a manufacturing defect. How fine, admirable. After carefully packing them in their original decorative and shipping boxes (maybe more) I will send them to Lionel as arranged.
Three cheers to Lionel for standing behind a product that is well out of warranty when I first tried to run them last November (see above).
