I am looking for instructions or someone who can help. I have this operating car but when placed on the track Goofy's head does not bob up and down. Is there a locking mechanism of some sort that is stopping operation? The seller said it worked before it was shipped. Any help would be appreciated.

No there is no cam plate. I went to Lionel and read the manual. I use Fastrack and wondered if there is a way to modify of or how it van be used with Fastrack. Thanks for your response.
