For this shelf layout and a Lionel 180 Watt Powerhouse with drops as indicated in this 12x15 room, would it be better to connect the 14 AWG feeder as a closed loop or have 2 feeders come from the transformer and a terminal block in the upper left corner and terminate each leg in the lower right corner?
I'm running Legacy only and will add the Base3 when it becomes available.

split it. Much better to keep the runs shorter.
Don't loop your power buss. Though you're using Legacy/TMCC, if you add a track-fed command system like DCS or DCC, you'll get a feedback situation that will cancel out your signal. Also, you should consider breaking the layout into blocks and insulating the blocks from each other so you only have a single power feed in each block.
