Does anyone remember if the scrapers came glued to the car from Lionel or was this something that someone did to keep the load in place instead of using elastic straps?

None of the above.
A chemical reaction between the tires on the scraper and the flatcar body caused them to melt together.
Lionel's solution was to provide a die-cut sheet of Mylar to place between the two.

Is there a way to clean this up? I also just noticed that the the white plastic also melted to the 2 wheels on the side that was setting against this part of the packing materials.
i have the Lionel TTUX flatcar with diecast Ertl combine load that came with the FarmRail set from a number of years ago. Lionel used a thin clear removable plastic piece (about like the plastic used for passenger car windows) that fits on the car under the combine's rubber tires to prevent any chemical interaction.
