Scale Model RR Inventory file that was posted here

A few weeks ago I ran across a posting talking about inventorying trains. There was a link to an Access Database that is called "Scale Model RR Inventory" I downloaded it, but I have some questions.  I cannot find that thread now. Anyone know who created this DB, or a link to the thread?
