Great find on that car! I have one of those but what you need in addition is an additional car to uncloak it.
There is a special car which has a Klingon sitting at the controls turning the cloaking on and off.
You use a special wireless voice commanded device to order the Klingon to turn the cloaking device on or off.
This car is harder to find than your cloaking car.
I found mine on the bay for $4,000 plus $15.00 shipping
The only thing I have seen equivalent to this was the limited addition car from the star wars series known simple as "the Force". I tried to find one for myself but was unable to clear my mind and concentrate long enough to locate one.

If you are going to have a cloak, I want to be able to turn the cloak on/off with Legacy.

Rumor has it that @Dave Olson and @Conrail6358 beamed aboard a Bird of Prey. Dave gave Ryan the Lionel Death Grip. Ryan came back as disguised as a Romulan commander and stole it.
Well, they still manged to get it wrong. Even though it's supposed to have a Romulan cloaking device, the model came with a Klingon cloak.

Fantastic find. Haven't seen anything like it. Just hope that when you mislaid the car you didn't put it somewhere on the layout where it could fall off. Finding the car and any broken pieces might be problematic.
