TMCC lock on repair

I must have a old one. (See picture) When I apply power to unit it shorts out. 14 volts green light is on. Over 14 volts red is on.

No output noted on terminals for track power. Caps look bad on bottoms? Anybody ever do a repair on a lock on ?
