It's a spreader formerly used on Weyerhaeuser logging railroads in Klamath County, Oregon.

 

I believe the original three spreaders of this type are all still in existence. One is at Train Mountain near Chiloquin (world's most extensive 7.5" gauge railroad park), another at former Sycan Yard site (former junction for OC&E Railway and Weyerhaeuser Woods Line), and this one at Olene, six miles east of Klamath Falls on the OC&E trail on former railroad right-of-way.

 

This one was recently repainted, including couplers. It's similar to the original color but not weathered yet.

 

The following photos show the other spreader at the former Sycan yard site in 2003. Both of these units can be seen on current Google satellite imagery, if you know where to look.
