I am interested in this bridge and would like to know if it can be used with Fastrack and if so what size track does it need?

Having tried it with the bridge in the past, the short answer is that it doesn't work well with Fastrack. What you can do is add O31 to Fastrack adapters on each end and connect the bridge that way.

What would I do if I used the Fastrack adapters and then used O gauge tubular to cross the bridge to a Fastrack connector on the other side? Would 3 pieces of O gauge tubular work or do I have to do it another way?

Should work; however, the 106 bridge uses a special piece of track that's a bit longer than a regular 031 section.
