My method is pretty the same as p51's in regards to populating cars; in that I also don't attempt to pose populated cars on the layout as if they're in motion, but rather parked or stopped at an intersection or crossing grade. Something just doesn't look quite right seeing road traffic not moving unless you're modelling LA freeways during rush hour (whoever came up with that name, anyway, it's anything but 
).
I do.... and headlights and tail lights also!

Only in my top down "rag tops".
I have put a few in but have so many left to do. It's kind of like weathering your cars and engines, once you start it's hard not to stop. The ones with out drivers look really bad then.
How about buses? Corgi would be easier as they have seats.

I put people in my autos. And yes head lights too. And for that " special " effect .....a car stranded on the side of the road with the hood up...I pipe some smoke into the engine compartment ....to give that " over heated look" !!!! People freak out when they see that !!
