I have 1990's era Williams locos. They had good sounds for the time, but don't the newer boards have more sounds and better sounds? If so, can I replace the sound board alone and where would I get one?

You can install the ERR RailSounds Commander in a Williams and it will provide sounds in conventional mode, Horn, bell, prime mover.

Sure, you can put sound boards into that, it's using standard Lionel hardware. K-Line frequently used all Lionel hardware, though sometimes they had their own motherboard and cruise module. All the command models use the R2LC for the TMCC, and the RailSounds board set for sound.

@gunrunnerjohn, are you familiar with the sounds from the QSI PS-1 boards from the 90's? I wonder if the sounds from the ERR RailSounds Commander is much different. I've never heard the sounds from ERR. Are the MTH sounds better? Can you buy those boards separately?
Seeing how the K-Line Y6 is smaller in size, about S gauge, would the Lionel sound board fit ? Has anyone out there made this conversion. I'm not concerned about up grading to Command Control only getting some sound.

I don't think it was gutted, I think it was only conventional and that's fine for me.

The ERR sound board will fit in the K-Line tender without an issue.

I added a Railsounds Commander to my K-Line S-2 last year. It was a tight fit and took a lot of work to get it all to fit, but it works, and sounds, great. ERR didn't have a sound track for an S-2, but they did have one for another 4 stroke diesel. I can't remember, but I think the S-2 was an 8-cylinder and the one ERR had was either a 12- or 16-cylinder. No big deal, to me, at least it has sound now!
The victim:

Inside of shell with optic channel for headlight I removed this and replaced it with an LED glued in its place and added another inside the cab. This allowed clearance between the sound board, speaker, and e-unit.
Inside of shell and frame showing how it all fits in. Sound board just clears the top of the e-unit, and is attached to shell with double-sided tape.
Speaker enclosure needed to trimmed to allow it to fit. About half the weights were removed to make room. 9volt battery connector is seen in foreground and sits in bottom of cab. I added paper to the windows so the light can shine through, but battery can't be seen.
I also rewired the motors in series so the engine isn't such a speed demon and give it a more realistic operation.
Here's the finished product. You can see the headlight dim towards the end as the throttle is closed and the 9v battery takes over for the shut-down sequence.
