Yes, this should work fine. 
In the CAB-1L product description it states that, "If you already have a #992 LEGACY Base (6-14295), you can simply add one or more CAB-1L remotes to your existing LEGACY layout."

It works. It would not be a good idea for the CAB1L to try to control the same engine that a CAB2 is running. There would be issues with speed control.
This is no different than what would happen with a CAB1, it uses the same relative steps. The CAB1L has different timing sequences which make the relative speed steps smoother than the original CAB1.
We use CAB-1L remotes on the club Legacy layout regularly, works fine. You get basically what the CAB1 did for you. They're great for TMCC locomotives on the layout, easier to hang on to than the large Legacy remote.
