z-4000 trouble

I need help. I have a z-4000 trans that is not operating right. The right hand side has a constant 22.5 volts output. Also the volt meter shows 9.5 when handle is all the in the off position and only 12 volts in the full on position. Have already checked to see if pot has broken teeth and had skipped a notch. Was ok Any thought as to what night be wrong.
