TIU ground connections

Hello I am setting up a small layout (12 by 12) to test out DCS. I have a revision G TIU (There is no label on bottom) and wanted to know if it was OK to tie all of the black terminals together. I metered 0 ohms from input side to output side on each channel but not from 1 channel to another. Thanks for any suggestions on this.

This TIU has all the commons tied together and no internal fuses. Newer ones, the common is separate and they have 20 amp internal fuses per channel.
