i have searched and cannot find articles on.how to make smoke come out from around the wheels on a steam engine.I see videos of them buti am not sure how its done. are there kits out there you can buy?

If you mean smoke coming out of the steam chest I think this was offered by Lionel on a few steam engines, but has since been discontinued.
Not sure how you would go about retrofitting it.

I think its on the Vision CC2 I have had this features, called blow down. I haven't played with it as I turn off all the "steam" and smoke features because they stink up the house. Like whistle steam, I think its an interesting feature that, frankly, is not worth the trouble to fit and/or keep fixed - at least not on my layout.
good luck finding a kit to retrofit, though -- would be a different type of project to do.
Lionel at various times has issued steamers with 'steamchest' smoke. My 0-6-0 from 1990 has it. The latest one I have is the PRR J1. There are tubes that run from the smoke unit to areas underneath the steamchest. No aftermarket kit is available, that I've seen.
The CC2s Lee mentions has blowdown which is smoke from underneath the cab.
It tends to mess up the wheels and track. Toy train smoke fluid is actually oil.
You could probably do this by drilling a small hole near the top of each side of the smoke unit and piping the smoke down with a small tube to near the wheels under the shell. As others have said, it will probably get messy, but I recall seeing that feature on an engine a long time ago, and it was just a tube from the smoke unit.
I suspect the Vision Line locomotive did it in a fancier fashion, never seen the insides of one of those.
