I have a few sheets of old transparency plastic made for overhead projector prsentations, of a type made to laser print on.  I print a lot of my own store windows.  A nice trick for a bit of class is shown in the windows below: I printed the signs with their outline in black, then carefully painted with gold paint on the reverse side, staying within the lines.

A few ways. Easiest is to print directly. My ALPS does this fine.....but you may have to dig up some old overhead clear sheets and have them laser printed. Decals are a good idea too....just apply to clear stock. Another way for lettering is dry transfers....still available out here....not as much as once available but Woodland still makes a good selection. 

You can buy tranparency sheets for ink-jet and laser printers at Staples (slightly rough surface on one side). I have had good success in printing complete windows with simulated panes using this method.  You can then just paste some white cardoard sheet on the inside of the window to simulate blinds at various heights.  You have to be real close (if you're over 50,you'll never get close enough) to notice they're not real 3D windows.

Any good digital output house (they print vinyl banners, etc) can print on clear plastic. Usually acrylic but also styrene, poly carb and others plastics. And many other substrates. Even aluminum. The process is called Direct Output on Substrate and extremely high resolution is available with excellent durability and Uv stability. Photographic quality. Color and b/w. They can also print on clear vinyl and laminate it to clear plastic. I would suggest printing second surface of 1/16 or 1/32 inch non- glare acrylic. Optix is one brand name. You can even print a diffuser behind the graphics.
